Towards a National Competence Centre for social innovation: Expanding the role of the Social Business Incubator
Since 2022, the service offer of the Social Business Incubator reflects the Government’s commitment to fostering the social and solidarity economy as a key pillar of Luxembourg’s economic diversification strategy.
As a partner in the European Social Innovation Alliance (ESIA)—a consortium of more than twenty organisations from Estonia, Germany, the Netherlands, and Luxembourg—the Ministry of Labour, through its Social Business Incubator, contributes to strengthening both national and European ecosystems for social innovation.
ESIA brings together ministries, NGOs, foundations, academic institutions, enterprises, and incubators, united by the shared objective of improving the political and economic framework conditions that enable social innovation across Europe.
This initiative forms part of a broader effort at EU level: the European Commission encourages all Member States to establish National Competence Centres for Social Innovation (NCCs), supported through the ESF+ Social Innovation+ initiative.
In line with this recommendation, Luxembourg intends to expand the offer of the Social Business Incubator with the ambition to evolve into a National Competence Centre for social innovation in the coming years.
